Terms of Reference:

  • The likely impact of the current recession and the tightening of public finances on: financial incentives, business support and grant aid; and on investment in larger projects, such as renewable energy, new development projects and waste management initiatives;

  • ¡Business attitudes to investing in low carbon initiatives;

  • Opportunities for the innovation and manufacture of non carbon-based technologies in Wales, and the associated role of the Higher Education sector.

  • ¡The advice and support measures needed to improve energy efficiency in Wales (for example in housing, business and the public sector), and the associated skills requirements and potential economic benefits.

  • Impact of consumer attitudes on popularity of green products/ technologies;

  • ¡The way in which the economic benefits of expected major environmental capital investment projects could be maximised in Wales.

  • ¡Extent and success of procurement initiatives;

  • ¡Effectiveness of green jobs strategy in Scotland;

  • EU agenda and the future of the Lisbon strategy for job and growth.
