Answers to General Questions:

1. At least 6% annual reduction targets are required

2. Targets could be based consumption only - if the full life cycle costs from source were included. This could be effective in reducing consumer demand and would have a knock on effect for the emissions at source (in other countries) Emissions from power stations need to have a separate accounting and incentive system in line with EU targets and the emissions trading system.

Answers to Specific Questions:

3.  Inadequate public transport infrastructure and over emphasis on road in particular M4 corridor expansion.

Halt road expansion and concentrate on developing better rail and bus links.

Halt out of down developments.

More emphasis on community transport running on biofuels.

Incentives for local production of sustainable biofuels and parallel infrastructure of local biofuel filling stations - currently there is only 1 pump in whole of Wales supplying 100% biodiesel (Sundance Renewables). As Wales' premier biodiesel producer we have developed our enterprise against all the odds! More support needed for local biofuel production, including biogas which can be used as a road vehicle (as established in Sweden and other EU countries) and incentives for farmers to grow suitable energy crops.

Countervailing measures to help deter biofuel feedstocks (eg waste veg oils) from being transported to EU - this practice is effectively subsidised under WTO rules because the polluter doesnt pay and the environmental costs of transport are borne elsewhere...If charges were levied on unnecessary transport then we could compete with prices offered in EU for feedstocks - it is not a level playing field especially with the current high rate of road fuel duty imposed by UK gov on UK biodiesel industry.

5. WAG decisions eg road expansion has led to increased CO2 emissions.

Plans to expand airports would further increase CO2 emissions.

7. see Q3. Every country in EU has better integrated public transport provision than Wales and UK. We also have canal systems that could be better utilized and need to promote behaviour change to walk, cycle and use public transport more of which many countries in EU have good examples.

8. I would appreciate more advice on the scope of the legislative competences of NAfW in order to answer this question

9  Need to set and act on targets now - reductions are needed everywhere and fast...no more time for endless consultations...actions, not words please!
