Council Tax on Holiday Homes

We the undersigned make the following suggestion.

All holiday homeowners in Wales should be charged double council tax.

The increased tax should be used by the collecting authorities to either build affordable housing for local first time buyers, or provide interest free loans for them to purchase homes within their authority for up to 20% of the house value.
