Petition Wording:
We the undersigned residents of Caerphilly County Borough petition the Welsh Assembly Government to make arrangements so that the peoples of the Borough are properly informed and consulted regarding the SE Wales Regional Waste Plan (October 2007) by:
1. Extending the closing date of the SE Wales Regional Waste Authority’s consultation to 29th February 2008 or until such time that the people of the Borough have been properly consulted.
2. Ensuring that public meetings re the Plan are arranged in the North, South, East and West of Caerphilly Borough.
3. Ensuring that the ‘rights’ of the people of Caerphilly Borough are preserved under the formal planning system, so that Planning Applications for waste facilities are not given approval by use of the Certificate of Lawfulness (CLOPUD) procedure as suggested in the draft SE Wales Regional Waste Plan (October 2007) document.
4. Ensuring that Caerphilly County Borough Council makes provision for allocation of sites for waste management facilities in its Local Development Plan.
5. In view of the noise, smells, traffic impact and perceived health hazard associated with waste facilities, ensures that the SE Wales Regional Waste Authority precludes them from all business or industrial parks within Caerphilly County Borough.
