Legislation
New legislative powers were conferred on the National Assembly for Wales at the start of the Third Assembly in May 2007. These new powers were provided for in the Government of Wales Act 2006, which allows for the Assembly to pass legislation in areas where it has legislative competence.
Up to date information on current legislation in the Assembly is available in Progress of Legislative Competence Orders (LCOs) and Assembly Measures.
The Assembly’s legislative competence
The areas within which the Assembly currently has legislative competence are set out in Schedule 5 to the Government of Wales Act 2006. A series of Assembly Powers Tracking Notes which show the extent of the Assembly's legislative competence and track additions (both approved and proposed) to Schedule 5 can be found here: Assembly Powers Tracking Notes.
Subordinate Legislation
The Assembly also has a role in scrutinising Subordinate Legislation made by the Welsh Ministers. Subordinate legislation supplements Assembly Measures or Acts of the UK Parliament and can include orders, regulations, rules, schemes as well as statutory guidance and local orders.

Subordinate Legislation
Subordinate legislation is that made by Ministers under powers delegated by an Act of Parliament, or, in due course, by an Assembly Measure. They include orders, regulations, rules, schemes, and can include statutory guidance and local orders.
