The Government of Wales Act 2006 provides for the Assembly to make laws, known as Acts.

The Assembly’s legislative competence

The Assembly is able to make laws on a number of different Subjects — these are set out in Schedule 7 to the Government of Wales Act 2006

The Assembly scrutinises Subordinate Legislation drawn up by the Welsh Ministers under powers delegated by an Act or Measure of the Assembly or by an Act of Parliament.

Subordinate legislation includes orders, regulations, rules and schemes as well as statutory guidance and local orders.

New legislative powers were conferred on the National Assembly for Wales at the start of the Third Assembly in May 2007. These new powers were provided for in the Government of Wales Act 2006, which allows for the Assembly to pass legislation in areas where it has legislative competence.
