The proposed National Assembly for Wales (Legislative Competence) (Social Welfare) Order 2009 contained a matter relating to Carers as well as containing changes in relation to how exceptions to matters should be introduced.  Consideration by the National Assembly for Wales Legislation Committee No.3, the Welsh Affairs Committee of the House of Commons and the Constitution Committee of the House of Lords, led to the Welsh Government separating the original proposed Order into two with the laying of new separate Order the National Assembly for Wales (Legislative Competence)(Exceptions to Matters) Order 2009.
