Government proposed Measure – Introduced by Dr Brian Gibbons AM, Minister for Social Justice and Local Government

About the Proposed Measure

The purpose of the Measure is to reform the statutory basis for service improvement and strategic planning by local authorities in Wales. The Measure links well-being and community planning with service improvement. The Measure redefines basic duties to account for improvement. It will require local partners to cooperate in the delivery of community strategic outcomes and to engage with citizens.

Current Stage

The Measure was passed by the Assembly at Stage 4 on 28 April 2009.  An explanation of the various stages of Measures can be found in the Guide to Assembly Measures.

Proposed Local Governent (Wales) Measure Committee

Consideration and agreement of the general principles of the Measure:

Stage 1 Committee

The Committee was established on 4 February 2009 to consider and report on the general principles of the Proposed Measure (Stage 1). The Committee shall cease to exist if the proposed Measure is passed, falls or is withdrawn, or a new committee is set up to consider Stage 2 proceedings under Standing Order 23.31(ii).
