About the Measure

The purpose of the Measure is to reform the statutory basis for service improvement and strategic planning by local authorities in Wales. The Measure links well-being and community planning with service improvement. The Measure redefines basic duties to account for improvement. It will require local partners to cooperate in the delivery of community strategic outcomes and to engage with citizens.

Latest News

Following agreement by the National Assembly of the text of the proposed Measure, it received Royal Approval on 10 June 2009. The proposed Measure is now a Measure of the National Assembly (a Welsh law).

Proposed Local Government (Wales) Measure Committee

Consideration and agreement of the general principles of the Measure:

Stage 1 Committee
The Committee was established on 4 February 2009 to consider and report on the general principles of the Proposed Measure (Stage 1). The Committee ceased to exist when the Business Committee referred the Stage 2 proceedings to Legislation Committee No 4. The Committee issued a call for evidence, which has now closed and responses can be found at list of consultation responses

Committee Stage 1 Report

The Committee published its Stage 1 Committee Report on 26 January 2009.

Plenary Stage 1 Debate
The Assembly agreed to the general principles of the Measure after the Stage 1 Debate in Plenary on 3 February 2009.
