Outline of proposed Order

Field 12 (local government) of Part 1 of Schedule 5 to the Government of Wales Act 2006 is to be amended as follows:

At the end of Field 12 local government insert: "Provision imposing requirements on local authorities in relation to youth services".

Policy Objectives of the Proposed Order

To create an Opportunity Gateway for young people to further increase their opportunities to learn, to develop and to contribute to society.

Too often young people are demonised, we need to encourage them to realise their potential, assist and support them in making the most of their abilities and provide the opportunities to enable them to do so.

A key policy to help young people realise their potential and access opportunities is to put the provision of youth services on a statutory basis. Local authorities would then be obliged to meet the demand amongst young people for leisure and education-based facilities that can get them off the streets and into constructive engagement with each other and with their communities.
