Breach of the 21 Day Rule Letters

According to the Government of Wales Act 2006 if an instrument is not laid before the National Assembly at least 21 days before it comes into operation, notification must be sent to the Presiding Officer when it is laid to draw the Assembly’s attention to the fact that this 21 day rule has been breached and explaining why this happened.
