The Committee was established by the Third Assembly on 9 December 2008, as one of the five permanent legislation committees, to consider and report on legislation introduced to the Assembly primarily by the Welsh Government. The Committee was also able to consider and report on non-government legislation as appropriate.
The Committee's powers are set out in the National Assembly for Wales' Standing Orders, particularly Standing Order 10, 22 and 23.
The Committee ceased to exist from midnight on 31 March 2011.
