Our ref HSS Pol Rev 2 04-MH23 July 2004Dear Colleague,Policy Review: The National Service Framework for Mental Health: Standard 2 - User and Carer ParticipationThe Health and Social Services Committee of the National Assembly for Wales is undertaking a review of aspects of Standard 2 of the Mental Health National Service Framework (NSF) relating to user and carer participation.I am writing to invite you to submit evidence to the Committee.The terms of reference for the review are:To review Key Actions 4 and 7 within Standard 2 of the Mental Health National Service Framework (NSF), as they apply to adults of working age who are covered by the NSF, and also as the principles apply to the elderly and to children and adolescents. In particular to:
  1. review the current requirements and guidance for the involvement of users and carers in the development of individual care plans; and
  2. review the current arrangements for user and carer participation in planning, design, commissioning, delivery, monitoring and evaluation of mental health services.
The Committee will consult with users and carers as well as service providers and commissioners in undertaking this review.In particular the Committee would like to receive evidence on the following:
  1. What does 'full’ and 'genuine’ participation mean to you/your organisation?
  2. What are the barriers to full and genuine user and carer participation in:
  3. the development of individual care plans; and
  4. in the planning, design, commissioning, delivery, monitoring and evaluation of mental health services?
  5. How can these barriers be overcome and by whom?
  6. What should be the role of:
  7. the LHB;
  8. the NHS Trust;
  9. the Primary Care Team.
  10. the voluntary sector;
  11. the local authority; .and
  12. the service user / carer?
  13. Please identify examples of good practice in encouraging full and genuine participation by users and carers in all aspects of mental health services.
  14. In addition, the Committee would be interested to have evidence on whether people with mental health problems feel stigmatised, and if so what should be done to eliminate it.

All submissions will be acknowledged. It may not be possible to take into account responses received after this date.When putting together your submission would you please keep the following in mind:
  • Your response should be as succinct as possible. Please reference your response using the numbers applied above.
  • The National Assembly normally makes responses to public consultation available for public scrutiny and they may also be seen and discussed by Assembly Members at Committee meetings. If you do not want your response or name published it is important that you specify this at the end of your submission.
  • Please indicate whether you are responding on behalf of an organisation, or as an individual.
  • Please indicate whether or not you would be prepared to give oral evidence to the Committee.
