Latest News

Following agreement by the National Assembly and both Houses of Parliament of the text of the Draft Order, the Order was made by Her Majesty in Council on 17 November 2009. The Assembly is now able to make Measures (laws) under the Matters listed in the Order.

The Draft Order and Explanatory Memorandum

The proposed National Assembly for Wales (Legislative Competence) (Social Welfare) Order 2009 contained a matter relating to Carers as well as containing changes in relation to how exceptions to matters should be introduced. Consideration by the National Assembly for Wales Legislation Committee No.3, the Welsh Affairs Committee of the House of Commons and the Constitution Committee of the House of Lords, led to the Welsh Government separating the original proposed Order into two with the laying of a new separate Order,

Legislation Committee No. 3 consulted on the proposed National Assembly for Wales (Legislative Competence) (Social Welfare) Order 2009 (relating to Carers), which will give the National Assembly the right to legislate in relation to Carers.
