Legislation Committee No. 5
The Proposed National Assembly for Wales (Legislative Competence) (Welsh Language) Order 2009
Consultation Responses

I set out below my comments from a North Wales perspective.
General Consultation:
1. How does this impact non-English and non-Welsh speakers who have made Wales their home?
2. This is too prescriptive and is bound to bring anomalies. A broader consideration gives greater freedom.
3. In North Wales there are areas in which English is the main language and Welsh is secondary. In North Wales there seems to be a freedom to use whichever language is the most natural. Is this point about freedom or control? For example would it discriminate against speakers of other languages e.g. Manx speakers living in North Wales?
Detailed consultation:
4. Matter 20.1: Agreed
Matter 20.2: North Wales version of aspects of the Welsh language is different from the South - would both be able to be expressed? Currently in North Wales both English and N Wales Welsh are in use. There seems no difficulty with this. There is a cultural aversion in North Wales to anything which comes from South Wales!
5. Agreed.
6. See my response to point 2.
7. Agreed.
8. Will Welsh only be on internet sites initiated from Wales?
9.(ii) Would this apply to money received in Wales for Welsh services but which money did not originate from Wales?
10. Appropriate.
11. I had difficulty in locating the data.
