Proposed Red Meat Industry (Wales) Measure

The Finance Committee has considered this Measure and the written evidence received including a letter to the Committee from the Minister for Rural affairs.

The Finance Committee notes that the proposed Measure is primarily enabling in scope and allows Welsh Ministers to set out in subordinate legislation and guidance the framework for the development and promotion of the red meat industry.  As the Measure itself provides no direct powers, and it is not proposed to make changes to the current arrangements, merely to place responsibility with the Welsh Ministers rather than the Welsh Levy Board, it would appear that there are no direct financial implications of the Measure itself.

On that basis, the Finance Committee has no comment to make on the proposed Measure.  However, subordinate legislation made under the proposed measure could potentially have significant financial implications and the Committee would strongly recommend that all subordinate legislation is accompanied by a full regulatory impact assessment.
