Measures may be proposed by the Assembly Government, Assembly Committees, the Assembly Commission or an Assembly Member.
There is a 4-stage process to pass an Assembly Measure, involving:
- Stage 1 - consideration and agreement of the general principles of the Measure in plenary;
- Stage 2 - detailed consideration by a committee of the Measure and any amendments tabled;
- Stage 3 - detailed consideration in plenary of the Measure and any selected amendment;
- Stage 4 – passing the final text of the Measure.
