Public Conveniences |
Urge Gwynedd County Council to abandon their decision to close the Public Conveniences at the popular tourist resorts of Porthdinllaen, Morfa Nefyn and Nefyn. Apart from being a much needed public amenity, it is counterproductive to the efforts of the Welsh Tourism Board to attract tourists to Wales. |

UWIC day nursery |
UWIC Day Nursery is scheduled to close in June 2009, after providing this service to students and staff for 14 years. This will mean UWIC will be the only University in Wales with no on-site facility. We the undersigned feel this is a vital service, meeting the needs of students and staff, enabling peace of mind and closeness to hand in an emergency while courses and employment and undertaken. This decision goes against UWIC’s equal opportunities and widening access policies and also its most recent Ethics Framework. Please help us in our quest to overturn the decision. |

Bryneithin Care Home |
As a result of an appraisal exercise undertaken by the Council, Bryneithin Residential Care Home, St Andrews Road Dinas Powys is at risk of closure. This EMI home managed by the council offers excellent care and quality of life to residents who all suffer from Alzheimer's or forms of dementia. Money needs to be spent on Bryneithin by our council to bring it up to regulatory status in order for it to stay open. We the undersigned appeal to the council to keep Bryneithin open as we cannot afford to loose this quality care service for our elderly. |

Non-devolved. Powers over the referendum system in Wales are retained at Westminster. |
March 2009 |
Wheel clamping by private companies |
I submit that the time has come to stop the practice of clamping/removing vehicles by private security companies and charging excessive release fees in Wales. I would like to see these private security firms stopped from clamping/vehicle removal completely on private and public ground – with only the policy and local authority able to enforce parking regimes in public areas. Most of these firms are operating within the law but by imposing ridiculous financial penalties on vehicle owners I believe that they are not operating within the spirit of the law and are in fact using the law to assist in theft from the general public. This practice is illegal in Scotland and I would like to see Wales follow the Scottish example and ban this criminal abuse. |
Non-devolved. Powers relating to wheel clamping by private companies are retained at Westminster. |
March 2009 |
Animal Testing |
We the undersigned: Want it clearly stated on every UK product ‘tested on animals’ or ‘not tested on animals’ Want companies to state on their product if they use a third party ot test their products or ingredients Believe it is wrong to potentially mislead a consumer by not stating if they do or do not test on animals |

Local authority decision. |

Welsh football |
It is ludicrous that hundreds of thousands of people in all corners of Wales were unable to watch Wales’ qualifier with Russia tonight due to not having access to Sky television. The aim of this petition is to ensure that the Welsh Assembly endeavour to pass legislation which will guarantee that everyone can watch these games on non-subscription digital television. Not all football fans can afford to travel to where the game is being held, and it is unfair that they should miss out through not being able to access a television. Also Welsh language commentary and presentation should be given equal footing and included in this deal. |
Non-devolved. Powers for broadcasting are retained at Westminster. |
September 2009 |
Parking in Porth |
We would like the Welsh Assembly Government to look at the recent parking charges imposed by RCTCBC, specifically Porth. |
Local authority decision. |
November 2009 |
Please ban dangerous anti-freeze |
In Wales alone, innocent animals are dying in agony each day, as a direct result of ingesting anti-freeze. In one street in Bridgend alone more than 20 cats have died as a result of deliberate poisoning. Just one teaspoon of anti-freeze ingested by animals’ causes vomiting, fits and kidney failure. Vets are witnessing more and more of these cases. These deaths would not happen if a bittering agent was added to anti-freeze. We hereby petition the National Assembly of Wales to take action. We believe that manufacturers of anti-freeze should be legally obliged to add a bittering agent, so that animals are repelled by the fatal substance. |
Non-devolved. Regulation of anti-freeze is covered by the European Commission Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). |
November 2009 |
Normalisation of Welsh postcodes |
The Minister for Culture should lobby the Royal Mail to make changes to the Post Code, so that it respects the territorial borders of Wales. In particular: postcodes in North East Wales having a CH (Chester) postcode shall be replaced with a new FL (Flintshire) postcode; postcodes in Mid Wales having a SY (Shrewsbury) postcode shall by replaced by a LD (Llandrindod Wells) code further minor changes shall be made to CH (Chester), LD (Llandrindod Wells)l HR (Hereford); Newport (NP) postcodes so as to respect the England-Wales border` |
Not within the remit of the National Assembly for Wales. Decisions on postcodes are made by the Royal Mail. |

Sixty percent majority needed to modify the law relating to constitutional reform |
We call upon the National Assembly for Wales, to urge the Welsh Government to petition the British Government, to modify the law relating to constitutional referendum in Wales, so that the current simple majority is replaced by a sixty percent of the electorate majority as a requirement to succeed. |
Non-devolved. Powers over the referendum system in Wales are retained at Westminster. |
November 2009 |
We undersigned believe that the Welsh Assembly should be abolished immediately. |
We undersigned believe that the Welsh Assembly should be abolished immediately because it is no more than an expensive talking shop. The assembly has failed to improve the quality of life for people in Wales. The 10 year experiment has been a failure. We believe that central government should devolve powers properly to local authorities, fiving power to real local people. We believe the Assembly to be another unnecessary tier of government, adding to the bureaucratic load. We believe the sheer cost of the Assembly to be extortionate, when Wales encompasses some of the poorest areas in the whole of the United Kingdom. Child and pensioner poverty has increased dramatically in the last 10 years in Wales. The Assembly has failed to address serious social and economic problems throughout Wales. Real devolution would give power to local people, not glorified town councillors on 100k a year, tucked away from the rest of Wales in a modern office block in Cardiff. |
Non-devolved. Powers over the devolution settlement in Wales are retained at Westminster. |
November 2009 |
Education & unreasonable work deadlines |
I would like the NAFW to look at this petition and hep [sic] to resolve this issue. It has been brought to my attention as an A level student in Wales that deadlines and time restrictions on work is unreasonable. While we are expected to take a minimum of three A level subjects and keep to these deadlines whilst maintaining the same work standard in all chosen subjects I and former students are finding it difficult to stick to them. I believe that students will benefit greatly if time given was to be lifted to a more reasonable amount of time. As I have recently sat my GCSE examinations, I find that this jump from that to A level is too great. We are expected to do considerable amounts of work in short periods of time meaning we have to continue a majority of this work at home to ensure we stick to deadlines. I think that work that has to be completed at home is far too much work for an individual. On behalf of students please reconsider the work deadlines placed on work assignments. Thank you. |
Not within the remit of the National Assembly for Wales. Decisions over assignments and deadlines are responsibility of individual schools and teachers. |
November 2009 |
Recall of Assembly members |
We call upon the Welsh Assembly Government to introduce a system of recall for Assembly members for failing in their public duty in any public office, or towards their constituents and not just for abusing their expenses. |

Substantially similar to another petition which had recently been closed by the Committee. |
January 2010 |
Campaign for a boiler scrappage scheme |
The Pre-Budget Report, recently announced, includes Reheat Britain’s boiler scrappage scheme. Under the plan, 125,000 households will be able to claim £400 to replace their G rated boilers. Yet this will only cover England. We require that the The Welsh Assembly adopt a similar scheme for the Households in Wales. |
Substantially the same to another petition which was collecting signatures at the time |
January 2010 |
Introduce a Boiler Scrappage Scheme |
We call upon the National Assembly for Wales to introduce a ’Boiler Scrappage Scheme’ to help Wales meet its CO2 reduction obligations and help boiler manufacturers and installers survive the recession. |

Get a shop in Gwernaffield |
I want to get a shop in the village of Gwernaffield because we only have a pub and no source of the food, the nearest shop is in the next village. |
Not within the remit of the National Assembly for Wales. |
February 2010 |
Village Green Designation applications |
We call upon the National Assembly for Wales to review the rules governing the determination of a village green designation application solely as they relate to a Local Authority being the determining body for a designation application while at the same time being: a) the owner of, or b) supporters of redevelopment plans for land within its control or ownership. |
Non devolved. Powers relating to common land are retained at Westminster. |
February 2010 |
No badger cull in Wales |
On 13 January 2010 the Welsh Assembly Government confirmed that it was going ahead with a cull of badgers in an Intensive Action Pilot Area based around north Pembrokeshire. We believe that the science does not support badger culling, and that culling will make no meaningful contribution to the control of bovine TB. We oppose the plans to cull badgers. We support the development of a badger vaccine. We wish to demonstrate the growing opposition to this action. |
Substantially similar to another petition which had recently been closed by the Committee. |
February 2010 |
Turn off the traffic lights |
With individuals over the world being encouraged to take measures to combat climate change: why aren’t local councils showing us an example? It’s been proved that traffic lights are not always necessary: during works to open the new retail units on the A437 in Bridgend at the junction with the A48 there were no hold ups when the traffic lights were switched off for a significant amount of time, even during the rush hour. There’s a roundabout already, we don’t need the traffic lights as well. Please sign this petition to get these traffic lights removed, or at least switched off for peak times. |
Local authority issue. |
March 2010 |
Infrastructure Planning Commission |
The Infrastructure Planning Commission is a quango established by the Westminster Government with jurisdiction in Wales. Its terms of reference are to make decisions on ‘nationally significant infrastructure projects across Wales and England’. Because planning is devolved to the Welsh Assembly Government, we the petitioners believe that the imposition of this quango on the people of Wales is undemocratic and subverts the planning process. We ask that the Petitions Committee investigate whether Westminster have the power to impose the IPC on Wales devolved administration. |
Non-devolved issue. Powers relating to the IPC are retained at Westminster. |
March 2010 |
Hualesman rights in W [sic] |
We the undersigned petition the First Minister to: ‘allow the Welsh Assembly Government to conduct an inquiry into crimes against humanity perpetrated during the final stages of the war between the Government of Anglesey and the political prisoners known as the Anglesey 2 and during the war’s aftermath when human rights abuses were uncovered’. |
Not within the remit of the National Assembly for Wales. |
March 2010 |
Save one of our country’s last remaining film and darkroom courses at Howardian Adult Education Centre |
Cardiff Council are planning to close the darkroom at Howardian from the next academic year. This will mean the closure of all the film photography courses held there and job losses for all the tutors who provide the excellent and inspiring tuition. It will be a sad loss to the arts community in Cardiff and it comes at a time of resurgence in the interest of film photography in the arts community nationwide. |

Proposal to construct Wales First Vocational Dance School |
At present there is no Vocational Dance Schools (Ballet or any other form of dance) for talented young children to attend. Due to this fact, pupils and parents have been forced to travel to England or further, to audition for schools and if they get accepted, the students are a long way from home/or it is financially out of reach. I propose this petition to raise awareness of this fact to the Government once again and for them to put into place within the next 10-15 years a plan to construct and open Wales first Vocational ballet/Dance school of failing this, the Welsh Assembly should help to raise awareness to the UK Government to promote and fund dance across the nation. |
Local authority issue – decisions over establishment of new schools are for local education authorities to make. |

Low-flying aircraft |
We call on the Welsh Assembly Government to demand reassurance from the Westminster Government that it will immediately stop using the populated valleys of north and mid Wales for low-flying exercises of jet planes acting under the supervision of the Ministry of Defence, risking public health and safety. |
Non-devolved. Powers relating to defence and the wider impact of low flying aircraft on the environment are retained at Westminster. |

Local authority decision. |
July 2010 |
Cardiff Airport surcharges on flights |
We call on the National Assembly to investigate why taxes and charges on flights from Cardiff airport differ significantly in price than Bristol airport to the detriment of Welsh people. 1. There is an economic argument that these charges be reduced. 2. An environmental argument to deter people from travelling from airports elsewhere and 3. By reducing these charges tourism may also be increased to the benefit of Wales. 4. It may also encourage more low cost airlines to adopt Cardiff and encourage competition to the benefit of Welsh people. |
Non-devolved. Powers over aviation policy are retained at Westminster. |
July 2010 |
Celtic Parliament |
To create a Celtic parliament which defends the interest of Wales/Scotland/North Ireland/Cornwall. As Celtic culture is in danger of being eradicated by Tory ideology and other main stream parties. |
Non-devolved. Powers relating to devolution are retained at Westminster. |
July 2010 |
Listen to the Public & Scientific Evidence & Introduce Vaccines instead of culling badgers |
The Welsh Assembly Government has refused to listen to the people of Wales and has cherry picked scientific evidence to suit itself. In a democratic country, our views are continually being ignored and we, the undersigned, ask that you review the current policy and concentrate on farming methods and vaccinations, not the senseless killing of a native species. |
Committee were already considering a petition about the badger cull. |

Gestational viability dates |
The current gestational viability age for a baby is 24 weeks. We the undersigned would like to see the age lowered to at least 20 weeks. We would also like ALL babies (regardless of gestational age) to have a birth/death/stillbirth certificate. At the moment this is only possible for babies born after 24 week gestation. |
Non-devolved. Powers relating to embryology and registration are retained at Westminster. |

Swimming pool for the residents of Porthcawl an surrounding area |
The Bridgend constituency of Plaid Cyrmu calls upon the Welsh Assembly Government to lobby Bridgend County Borough Council to improve leisure facilities and access to a swimming pool for the residents of Porthcawl and surrounding area. We acknowledge that during these difficult financial times, it may be inappropriate to operate a Council run swimming pool. However, under the terms of the Porthcawl regeneration, private leisure providers should be invited to tender for a pool as part of the regeneration proposals. We have consulted with the Porthcawl public and it is evidence that there is sufficient demand and support for a swimming pool in Porthcawl area. In addition, there are a number of less populated communities with access to their own pool. A swimming pool would be a major asset to the town as it could improve the town’s tourism industry, create jobs and improve residents health and lifestyles. |

Plaque in Lower Brynanman |
For the attention of the Members of the National Assembly for Wales – in relation to the plaque that was placed on the wall by Canon Street in Lower Brynaman. The Assembly covered 80 per cent of the cost of the wall through land renewal scheme grants. Neath Port Talbot County Borough Council designed the plaque and placed it on the wall. We the undersigned, would like to express our disappointment and displeasure about the plaque for two reasons in particular: 1. Since the English appears above the Welsh (in an area that is Welsh speaking and Welsh in terms of its culture), we feel that the Welsh language has been degraded and devalued. 2. Residents asked the Renewal Team to place the Welsh text on the upper half of the plaque, to give the Welsh language tis rightful position on the new wall. However, Neath Port Talbot County Borough Council chooses to ignore their request and the residents’ strong feelings on this matter. In order to rectify this injustice, we hope that the Assembly and the Council can work together to rearrange the four black slates that make up the plaque in order to place the Welsh text above the English. |

European Citizen’s Rights |
We call upon the Assembly Commission to extend the Peoples Petition process to allow an individual or in association with others, to submit a petition, complaint or a request that can be issues of public or private/personal interest which refers to the infringement of the Human Rights Act 1998 and/or the European Convention on Human Rights. The petitioner may present an individual request, complaint or observation including personal experiences concerning the application of the Wales Act 2006 that relates to them directly and would also come within EU law or the criteria for a petition to the European Parliament to adopt a position on Human Rights matters. Such petitions do not need any powers to give the Petitions Committee the opportunity of calling attention to any infringement of a European citizen’s rights by the Welsh Assembly Government, local authorities or other institution. |
The National Assembly does not have the power to identify or declare breaches in human rights, this is the function of the judiciary. |
October 2010 |
Protect our community building and green area |
Many people may not be aware of the intentions to turn the changing rooms into a tourist hub We feel strongly that the building should be kept within the community and NOT for the purpose of a commercial enterprise. We have a wonderful Tourist Information Centre in the village. What would become of this if a tourism hub was to be opened? This building was built for the purpose of changing rooms for local people, even though we don’t have a football team at present there are other established clubs and associations that would eager to have the chance to utilize this community facility, but up to now haven’t been given this opportunity. Should this facility be lost to a commercial venture, it’s unlikely that another building could be financed through yet more public funding and repeated donations from the community. Please show your support by signing this petition and help us to stop this becoming a commercial business. |

Gwent Theatre |
Although I have moved to Canada my family still live in Wales. The Welsh have an international reputation for supporting their heritage and culture. By closing your local theatres and letting T.V become the default ‘entertainment’ outlet you are sentencing future generations to a bland cultural future. |
Substantially the same to another petition which was collecting signatures at the time. |

Border and Immigration Agency |
We the undersigned believe that Asian restaurants across the UK contribute £3billion to the UK economy, and employ over 100,00 people. That there are 1200 Asian restaurants in Wales alone contributing to the UK and Welsh economy. The petitioners believe that Asian restaurants are being institutionally discriminated against, and demand an investigation into the causes for their complaint. |
Non-devolved. Powers relating to immigration retained at Westminster. |

Close Ceiriosen Bren Care Home |
Ceiriosen Bren is a care home in Plwmp run by Inspiration Care homes in breach of planning regulations. Planning was refused in 2009 but ignored. They house the most severe autistic spectrum adults with offending behaviours including males that can’t be housed because of their behaviour and the treat [sic]of harm they post. I want Ceiriosen Bren closed down, and returned to domestic use that it was recently built for. I fully support the care of disabled people but they are being exploited here for profit by Inspiration Care Homes who two years ago were property developers that built this property as one of six homes, it is only a care home because they could not sell it. Please help restore the rights of residents in Plwmp to safety in their homes and provide the service users with a home in a suitable property and location where their needs can be fully provided for. |

Stop ridiculous charges at Severn Bridge tolls |
In January 2011 the Severn Bridge Toll is going up to £5.70 (for cars). This is a shocking amount to pay for the privilege of crossing a bridge. This amount will keep increasing if we don’t do something to show we are unwilling to keep paying these charges! Please sign now to show your disgust. |
Non devolved. Powers relating to the tolling regime on Severn Bridges is retained at Westminster. |
January 2011 |
Campaign for Democracy |
Two different petition wording submitted, both inadmissible: We call upon the National Assembly of Wales to introduce an initiative and referendum system in Wales for devolved matters, the system to be based on the Swiss model, as advocated by the Campaign for Democracy. We call upon the National Assembly of Wales to petition Parliament to introduce an initiative and referendum system in Wales for devolved matters, the system to be based on the Swiss model, as advocated by the Campaign for Democracy. |
Non-devolved. Such a system would require changes to the Government of Wales Act 2006, whch the National Assembly does not have power to amend, this power resides with Westminster. The National Assembly does not have the power to lobby parliament. |

Westwood school, Mold – are the only school in our County who provide ABA (a fantastic intervention that the USA adopted a long time ago!) for children with autism spectrum disorder this way of learning actually works very well, SUCH APPROPRIATE EARLY INTERVENTION can mean the difference between independence as adults and needing 24 hr care. The units hard work and tireless effort has helped our son to access mainstream lessons and many many more milestones this way of learning and these people have been a god send – Our LA have intention to close this valuable provision which they state there is no need for. The use of fireworks should be banned outside of authorised events |
From the beginning of November onwards, it seems that fireworks are used almost every evening. This becomes a nuisance to neighbours and especially pet owner, whose animals are petrified due to the noise. We believe that fireworks should only be used at authorised events, preventing them from becoming a nuisance, and giving neighbours and pets a break from the noise. |
Non-devolved. Powers on regulation of fireworks are retained at Westminster. |

We oppose the proposal by Neath and Port Talbot Local Education Authority to close Rhiwfawr Schol |
We oppose the closure due to the high standards of education at Rhiwfawr. We oppose the closure as the school is the main social network and the only means of employment in the village. We are concerned regarding the route the children will need to take to attend the alternative school – which has been deemed by Authority as unsafe. We oppose the closure as there is on the school register a 50% rise in pupil numbers attending the school since the announcement of the proposed closure with view to additional pupils attending following neighbouring counties of Carms and Powys reorganising their school structure. |

Legislative recall and referendum |
We call upon the National Assembly for Wales to urge the Welsh Government to petition the UK government to modify the Government of Wales Act 2006 to include the following Legislative Recall and Referendum option. Where a Bill has been passed by the Welsh Assembly, one-third of the members of the Welsh Assembly may, within five weekdays from the final passing of the Bill, request of the Plenary Chair that the Bill be submitted to a referendum. Such request shall be made in writing and signed by the members making the request. At the referendum votes shall be cast for or against the Bill. For the Bill to be rejected, a majority of the electors who vote, and not less than thirty per cent of all persons who are entitled to vote, shall have voted against the Bill. Finance Bills, Salaries and Pensions Bills, Taxation (Direct and Indirect) Bills, UK and European Union government Bills, as well as Bills for the purpose of discharging existing treaty obligations shall not be submitted to decision by referendum. |
Petitions which call for indirect action on issues which are non-devolved (such as amending the Government of Wales Act) are not admissible. |
