Proposing a petition
There are two methods of submitting a petition – on paper, and by using the e-petition system. The e-petition system is more efficient and might help you to reach more people; however, you are welcome to use the method which suits you best. You can use a combination of both, but people can only sign one version.
Propose a petition via the e-petition system
If you are proposing an e-petition you should use the web form to submit your petition, which will automatically be hosted on our website when approved. We will inform you when this happens. You must provide us with the contact details of the lead petitioner to enable us to do this.
Propose a petition on paper
Before you start collecting signatures, please contact the petitions team to discuss the wording. There is an online form available to download as a word document and a pdf document and includes guidance notes on how it should be completed.
Please complete and send the form to us before you start collecting signatures if you intend to collect signatures on paper or you can phone or e-mail us at the contact details below. This enables us to advise you on the potential admissibility of your proposed petition, as it is very difficult to change the wording of a petition once signatures have been collected.

1. Proposed Petition sent in
2. Petition subjected to Terms and Conditions test
It will fail if:
The petition is
sub judice
The National Assembly for Wales has no relevant powers
It contains offensive language
It is the same as/similar to previous petition from same ·person/corporate body less than a year ago
If your proposed petition fails, we will advise you what can be done to make it acceptable for us to host.
If it passes, it goes to the next stage
3. Petition hosted on the website and open for signatures for the duration of the petition period
4. Petition closed for signatures
The petition is automatically considered for admissibility after is has closed.
5. Petition subjected to Admissibility test
It will fail if:
There are insufficient signatures
There are any changes in circumstances
If it passes, it goes to the next stage
