Carl was first elected to the Assembly on May 1 2003. He was a process operator with a chemical company and quality environmental auditor, and also serves on Connah's Quay Town Council. He is married with two children, is a governor of Deeside College and of a local primary school and is also an industrial trained fire fighter.
